Pagination issue when using 'Lists' in SSRS

    I have created a report using a list. The list contains multiple dynamic fields followed by a large amount of static text fields. The report is essentially a form letter, with the dynamic fields being used to populate customer addresses. I have 'header' on the page but currently no 'footer'. The dimensions of the report are the standard 8.5 x 11 page. The first page prints correctly. However, starting on the next page both the header and the list seem to drop by a quarter of an inch. By the third page the header is dropped completely and two lists with different returns are rendered on the same page. This continues through remainder of the printing, consolidating what should be a 16 page report to 8 pages.

    I have added and removed a footer in an attempt to control this issue. The same issue continues to occur regardless of the presence of a footer. Additionally, I have added page break at end of list and at the beginning of the list. Visual Studio seems to completely ignore the page breaks when rendering the report.

    Has anyone had a similar issue? Does anyone have a solution or an idea on how to resolve this issue?
