When I am trying to setup a new Operator on a SQL 2000 box and when I try to test a new Operator I receive the following error.
Microsoft SQL-DMO(ODBC SQLState: 42000)
Error 22003: OpenService() returned error 5, 'Access is denied'.
Has anyone seen this error before? I have setup numerous operators and have not had this issue. My research on the web has not led me to any solid leads to a fix either.

Is the new operator a windows account user. OS error corresponds to permissionproblem either accessing the winows files or registry keys.

The user is domain admin, local admin, and has a login defined as sysadmin in sql
I checked local domain pol, but still the same problem apears
