Is it hidden? Look in Report > Manage > Properties

The report is not hidden, but I never knew about that setting, so thanks for teaching me about it!
I'll keep digging. I may have to do a screen share with the client.

Look at the permissions on the folder and each report. If the linked report is not inheriting from the parent folder - it may not have the correct permissions. Since these are linked reports, there may be permissions on the linked folder/report that are needed also.
