  Please create a master key in the database or open the master key in the session before performing this operation.

  Msg 15282, Level 16, State 1, Line 6

  A key with name 'xxx' or user defined unique identifier already exists or you do not have permissions to create it.

  a master key already exists, so you don't need to create another. Just create the cert in the master database.

  What is it you are attempting to do, are you trying to implement TDE?
