Hi,
One of the users is not able to create a job schedule. When he is trying to create it, below is the error message he is receiving.
The schedule was not attached to the specified job. The schedule owner and the job owner must be the same or the operation must be performed by a sysadmin.
When I checked the package owner_sid it is different from the Job owner_sid. Is this the problem? If I make the package owner_sid same as ob owner_sid will he be able to make a schedule.
I have given SQLAgentOperator role to the user and also made him the job owner.
Please suggest

I don’t think that it has to do with the package owner. The job has an owner. If you’ll right click on the job and then select properties, you’ll be able to see who the job’s owner is. According to the error message the job’s owner is not the same user that is trying to add\modify. I admit that I didn't know about this specification, because in my environment only the DBA can create/modify jobs.
