Don't know much about this, but it appears to me that the limits apply to Standard-series/Premium-series/Memory optimized premium-series hardware configurations, each of which can be chosen for General Purpose or Business Critical tiers:

Maybe I am misunderstanding the terminology.

The core limits for RAM still apply to GP and BC editions.
