Trying to get my head around the 2005 licensing.
If you have an application used by multiple users, and this application connects to the SQL server - Do those users all require a Device or User CAL?
Therefore a web app with hundreds of users you would be better off with the processor license.

Yes.
You can also research Microsoft ISP licensing.

Yep, agree with Paul. A web app backed by SQL Server is an example of multiplexing.

Before blindly purchasing per processor licenses, do a cost analysis first. If your web site is open directly to the internet and allows anyone to access the data, then obviously per processor is the way to go. If access to the web app, however, is controlled, and you know how many users will be accessing the application you need to determine if per processor or server w/cal is the best choice.

Did you get to the MS licensing doc ?
http://www.microsoft.com/sql/howtobuy/sqlserverlicensing.mspx
SQLServer2005Licensingv1.1.doc
It has some scenarios that may help you figure it out.
IMO it's best to monitor for a while before getting proc. licenses.
(Also keep in mind, they are talking cpu sockets, not cores)
