  • I don't agree that low wages are more of temptation to a thief.  The best way to refute this argument is to  point out that most white collar crimes are committed by people much higher up in the organizations and (theoretically) making a much better salary.

  • Maybe employers should require IT hires and executives to sign NDAs specific to protected data. There may be other remedies already in place, but a NDA would help establish boundaries and also streamline the process of "taking a bite out of the crime".

    They are and aren't. People without integrity will do this no matter what, but those who make lower salaries tend to be under more financial pressure always, and can be tempted. Thieves who have more money might be less tempted as the ROI can be lower.

    Usually in other areas where money is involved, we bond people and then prosecute them if they break the bond. I've thought sysadmins (and maybe others) ought to have this same type of agreement.
