I am used to importing a .dmp file in Oracle. I have a back up file from a client of their database. I want to 'import' or restore this to my local database so I can test. I have a file they call backup but it does not have any extension I recognize and the restore fails when I try by file/file group. Any suggestions? Any correlation to ORacle will help me understand.

there is no extension required in SQL Server. In EM, you can select the file restore and "pick" the file. If it does not show up, you can manually specify the name. Most times, people use .bak for sql server.
