I would recommend you use script task and message boxes and then execute your package to find out if the variable you need is being set. As I said earlier, the behavior of certain SSIS elements are only visible or work as expected at runtime.

The CLSID it shows in the error is for "Microsoft Visual Basic Scripting Engine". It looks like your installation is corrupted. Try reinstalling SSIS client tools and framework. Also make sure you have the latest service release for SQL Server installed on your machine.

I seem to recall that we had issues with mixing 32 bit and 64 bit packages before we had applied SP1 to the development machines. Have you applied the SP's to your development workstations?

How can you reference the expression builder at the package level?
I have only seen it on the Expression Property of SSIS Task.
How do you access the expression builder at the package level?

Open the Properties pane. Now open the Variables pane and select a variable. In the properties select EvaluateAsExpression=TRUE and setup the expression for your variable. I think this is what you are looking for, correct?
