How to decide SQL server 2017 license user. If use sa user and access through multiple application user then shall i need to purchase for each user license?

it does not work like that - it is not the "login name" that counts as a user, but the user of the application (or device) that connects to the sql server instance.
you can read this document for some info and before deciding on anything contact Microsoft and a Microsoft Licensing advisor to know what is best for your organization

I am not sure if you are planning to use the SA login with your applications or if it was only an example.
The SA account has permissions that your applications probably don't need. You might want to think about using a different user with less permissions for your applications. This is not for licensing reasons, it's for security reasons.
