Is the file at the location mentioned in the error? If not, the message seems reasonable.

Hi Phil, Thanks for this response. Here ,i am migrating ssis 2008r2 to ssis 2019 and i have got ssis packages along with config file, not the solution .
I have to change all the parameters in the config files. So ,i am trying to edit the SSIS package in the solution. However ,while i am opening the existing 2008 SSIS package on my local Visual studio i am getting that error (mentioned earlier ) .Please suggest how to do that.

It's been so long since I've used 2008, I have no idea. Config files have been replaced by SSISDB environments and I suggest that that is the ideal way forward for you.
