ah, yes. The first time I encountered the hex encoded delimiters it drove me NUTS!! I guess it has something to do with the way the dtsx file is stored - I think it's actually XML. Anyway, I've seen it a couple of times since usually when adding a package to a project. It also converts the double-quote to _x022_ if I remember correctly.
