On my desktop (Windows 10 Ent): I have created a new Integration Services Project. I added a Web Service Task to my control flow. Within the Web Service Task, I added a new HttpConnection. In the HTTP Connection Manager Editor window I entered my Server URL (which happens to be an https connection), check the "Use credentials" box, and then entered the user name and password that was provided to us. I then clicked Test Connection which returned a "test succeeded" message. Back at the Web Service Task Editor window, I entered the location to store my wsdl file, selected OverwriteWSDLFile as True and then clicked "Download WSDL." I get a message saying the WSDL was downloaded successfully. (Life is good)
On my server (Server 2012 R2 VM): I go through the exact same procedure, but when I click "Download WSDL" I receive an error: "Connection to server cannot be established. This error can occur when the server does not exist, or the proxy settings are incorrect." Yet, if I open a browser and enter the same url, I have no issue connecting to the site. Oddly enough, when I try to connect to a public http url such as http://www.webservicex.com/globalweather.asmx?WSDL I have no problems. I am able to download the wsdl successfully.
Any ideas??

Still no solution to this problem. I worked with our network admin, our firewall specialist, and used tools such as Fiddler to see what is failing/different on the server setup. A few higher priority projects have been completed so I'm back on this again. If I find a solution, I'll be sure to update the thread.
