We have licenses for SQL Server 2000 where I work. I want to install the Enterprise Manager client, do I need a license for every client I install?

I do not believe so. You only need to worry about licensing on the server side, whether that's going to be per processor, concurrent user, or named user. Just make sure your server has the appropriate licensing and it should be fine to install the sql server tools anywhere.

If I've read the (very confusing) EULA correctly, you would not need a separate license to install EM or Client Connectivity Tools provided that your servers are licensed on a per processor basis as this licensing mode allows unlimited connections. If you're still licensing SQL Server using CALS (client access licenses) you'd be limited to the actual number that you originally purchased.
When in doubt, check with your vendor and they'll probably try to sell you something you don't need Hope this helps...
