when i double click on the .dtsx package in the C:\drive ,i got below error
The program can't start because dtsmsg100.dll is missing from your computer Try reinstall the program to fix the issue.
I went to d: program files i saw the DLL file.

is SSIS installed on this computer?

yes,its running and i saw the .dll files in 100\dts\bin directory

If you are sure the file is there in the location you installed SQL to it might be worth checking permissions, the error could be misleading.
You could run process monitor whilst trying to open the file to see exactly what happens

Do you have more than one version of SQL installed? I've seen SSIS getting a bit confused about file locations if there are multiple versions.
Is 100\DTS\Binn on your path? I'm not sure if this is needed, but I certainly have it on mine (both versions :-)).
