The rules we've set at Redgate is that you need to be able to get to an office if needed, with a day's notice. So they're trying to ask most people to live within a reasonable drive of the office. I think < 6 hours.
I do think that for government, requiring residence in the state likely will be something they ask for and it's reasonable.
