I have been told that it's not possible to set up DPM in such a way that someone using it to do database backups couldn't do anything else in the tool other than backup and restore databases.
Is that true?

DPM, as in Data Protection Manager from Microsoft?
If so, then I believe you are correct. I used this at a previous place and remember the documentation stating that it required rights and that was it.
