Business Intelligence Development Studio (BIDS) is included with the install of SQL Server 2005 tools so you should have it on you SQL Server 2005 media. This allows you to do SSIS and SSRS development.
For SQL Server Express it comes as part of the SQL Server Express toolkit which can be downloaded here
