The example is not correct !
I copied your scripts to my SQL2019 CU31 and executed them.

Same on SQL Server 2022, CU15

Reverse the co-ordinates for the POLYGON. Should be -95.50 37.80,-95.40 37.50 ect. As is, it's including everything outside the shape.
