Hello,
We are planning to move from on premise SQL Server 2014 to AWS .
To begin for Dev Env, I assume we can go with MSDN license which is free. Correct?
For Prod, do you think Licenses are covered when we get the AWS instances or do we have to buy them and those could be core based , very expensive for our Project!
We will be going with Amazon EC2 where we install the SQL server from scratch , not the Amazon RDS where the instances are already ready!

If you're installing SQL Server, and not renting an image with it installed and licensed or paying to access a managed instance, then you bring your own licenses.
If you're doing a lift-and-shift move to the cloud and decommissioning the current systems when you move, then check your existing license agreement for portability. You may have some options there.
