How i can do configuration management of SQL Server 2000 using Visua SourceSafe?
Can anybody help?
Step by step proceduer as i am new to vss and completely unware of the same

You don't connect SQL Server to VSS. You would need to manage this from your clients.
If you are new to VSS, you should spend some time learning how it works. YOu check out files and then edit them in QA before compiling them on the server. That's the best way to do this.
EM does not connect to VSS and if you edit tables/procs from there, you are doing the equivalent of taking the file off the server and changing it. If you use Visual Studio, you're checking out files from VSS, editing them, and then deploying to the server. A different process.
This is mostly an administrative process, and I've written about it a bit in the past.
