iam not having knowledge in powershell and my system is core user interface and no GUI installed in windows 2012 , how can I open the control panel in powershell ?

I don't know PowerShell at all, but a quick search on Bing returned the following page as the first result:

I am not sure what the minimum version is, but if it supports it sconfig is your best friend on Server Core.
Configure a Server Core Server with Sconfig.cmd

What do you want to do via the Control Panel?
Based on that just find the PowerShell cmdlet or module needed.
