I attended the Colorado Springs SQL Server User Group meeting on 3/18 and the first presentation was about templates (which I have used) and snippets (which I haven't). Firing up my SSMS for SQL Server 2012 (running SP2) I can't find the Code Snippet Manager under the Tools menu.
Any ideas?

Have you tried to add the Code Snippet Manager Command to the Tools menu?
😎
Edit: typo

Thank you Eirikur. Nothing in the help that I found indicated that this needed to be done, it just assumed it was already there in the Tools menu.

You'e welcome.
Came across this once after an upgrade, hence it was the first thing I thought of when I saw your post.

I installed SQL 2012 while in Afghanistan and never even looked at snippets. It took meeting for me to even look at them. Looks really interesting.
