Quoting from the reference given in the explanation:
"The SQL Server Browser service lets users connect to instances of the Database Engine that aren't listening on port 1433 without knowing the port number. To use SQL Server Browser, you must open UDP port 1434. "
So there is a typo in answer "Open port UDP 1433 with the Browser service running." See also SQL Server Browser service.
