This happens sometimes when you delete cell contents out of an Excel file, instead of deleting the actual rows. It usually then appears as blank rows in any tool that extracts the data. To be safe, you'll need to account for possible blank rows and delete them.
FYI: You cannot attach Excel files here I think...
