1. Is it possible for backup files to be infected with ransomware?
2. How to ensure that backup files do not contain ransomware? Are there any tools to ensure this?

Anyone who has write auth on the backup file, can manipulate it.
Will it be restorable?

of course, there's also the database's page verify option, that protects page content ...
