Allow User "Read Only" access to SSIS Pkgs

    Is there a way to allow a user to open SSIS packages and look at the contents (package is stored in Package Store) without being allowed to change, save, or run?

    I thought of making a copy into another location, of only the dtsx files, not the dtproj or sln files, and giving the user access to that location, because without opening the project or solution, the execute and debug options don't seem to be available.

    Better ideas?

    I think your idea of saving a copy to another location is a good one. You might also consider saving the package with the Protection Level set to DontSaveSensitive so the user wouldn't be able to see passwords in connection strings or variables that you mark as sensitive.
