  Is it possible to setup a SQL Server Agent Alert to trigger when a process hits a certain cpu threshold (>1000000)?

  CPU utilization doesn't exist in the SQL Server Performance counters, so I don't think you can do it with the SQL Agent alerts.

  We currently manage high CPU utilization issues through HP Openview.
