If the reports you are emailing are static, not requiring the ability to query back to SQL Server, then you do not need to additional licenses for the users receiving the static reports. If the reports are dynamic, and require talking to the database then those users will require to be licensed.

If you are buying new licences then the advise I have had from our MS Licence vendor is you have to comply with SQL 2012 licensing conditions, even if you are running a down-level of SQL Server.
Your MS license vendor should perform an amount of due diligence on what you actually plan to do with your licences (rather than just accept what you think you need). You will need to put your whole scenario to your license vendor at some point, so get them involved early.

Thanks, I have managed to speak MS.
I am not entirely satisfied with the licensing module from MS.
I can't see the point of such a complex license model.
I see the new licensing model as a threat to MS Sql on take.
The other companies have a simpler licensing model.
I see other opportunities for other companies but not for MS.
What is MS doing? Missing the point just like Windows 8.

Sadly, if we want to use SQL Server it is the licensing model we have to use...:sick:
