The biggest thing it fixes is the security hole that Slammer worm took advantage of. Without SP3a or higher, your SQL Server is vulnerable to the Slammer worm.
This is a quote from Microsoft's website for SP3a:
"Download SQL Server 2000 Service Pack 3a (SP3a), the latest and most comprehensive update to SQL Server 2000 that corrects vulnerabilities including the Slammer (W32.slammer) virus."

You should get to SP4 and the rollup ( 2187 ) that follows. SP4 has a few problems ( I'm told ) which the rollup fixes. To have a patch level of SP2 is dangerous. I've happily been running on sp4 + rollup for many months with many servers.
