I am planning a new install for SQL Server 2012 on a new machine I am purchasing. With the current release being Server 2012 I have the capability to "downgrade" back to 2008 R2. My question is what would you recommend for a base OS? Win 2008 R2 or Win 2012?

I'd go with 2012. I still haven't finished upgrading to it here, but it offers opportunities that don't exist in 2008R2. But, you do have to deal with the crap interface. Not that big a deal.

I' agree with Grant, but I'd also suggest, if you've got the time, load up 2012 to give it a spin first and decide if you want to put up with the interface (which I don't think is quite as bad as Grant says, but opinions differ.)
2012 has some neat features 2008 doesn't, but you've got the learning curve of the new Server Manager...
