I would check the Report server database error logs, there must be a reason why it can not connect to the report server database.

12gb of memory should be plenty to run report server, do you have anything else running on the server.

Another suggestion to save money would be to use Mirroring for the DR server

I am not sure that is going to work,
when implementing mirroring you need to restore the database and logs to the MIRROR server with No Recovery
then start the mirroring
