Assuming you are only worried about SQL Server related services, you should use SQL Server Configuration Manager.

Hmm... Sounds like you may want to get someone that knows what they are doing. I'm not trying to demean you, but there are several other things to consider...

Your best bet is to save both execution plans and post them here. Otherwise, it will be hard to tell.
