Generally speaking, DDL statements do not accept variables, while DML statements do.
Using dynamic SQL is a common workaround.

Try doing ;with () Without any select after the with and you'll see if the engine thinks the statement is complete ;-).

On the same line, you can also define default values that don't fit the column type/length:
