I don't think that a batch script is the right tool for this kind of things.
I would rather look into PowerShell or, at least, VBScript.

There is an undocumented way of changing the default collation, but since it is undocumented I'll not promote it.
It's undocumented, but Paul Randal says it's safe...

I don't think there's a big difference in performance.
SELECT ... INTO can be minimally logged, while INSERT INTO is fully logged.
From a performance standpoint, it makes some difference.
