You need clustered index on tblcommunicationsSent.accountID.
There may be other columns included into that index but accountID must be the first one.

In row 1 you are trying to insert value 'EMPLSTS' into varchar(5) field.
You need to use FIRSTROW = 2.

Option B) is preferrable.
But it may be done in shorter way:
WHERE (RecordId = @RecordId OR RecordGuid = @RecordGuid)
If both @RecordId and @RecordGuid are NULL no rows will be returned.
