Maybe just add a DateSent column to your table? Then you can update that when you send the notification (good for historical purposes) and then your main logic only gets...

And no you can't have part of the database in 80 and others in 100. It is set at the database level.

Your data is not normalized and your results are not normalized. The reason this is difficult is because your structures make this difficult.
