One would be to have permission to the shares (Your source file and target file). The user that runs the service should also be a domain account (Not an admin)...

Here are couple of things to keep in mind.
1. RAID configuration
2. IO controllers
3. RAM (64 bit- No limit for RAM)
4. Use different drives for the Data files, Log files ,...

Maybe xp_cmdShell is disabled? Default is disabled. Also the service account might not have enough permissions to do this. I assume you are a local admin / domain admin and...

Stop the log reader agent and then you can shutdown in any order. It does not matter. Once your SAN is back online and you start up your SQL Server...
