It all depends on how your tempDB is being used. One thing to keep in mind is that the size of each of the tempDB files should be the same....

You do not need to restart the SQL Server service if you are using sp_configure with reconfigure option and override.

You should look at Logon triggers. This was introduced in SQL 2005 SP2 if I am not mistaken.
