I know that what I am suggesting is not a query optimization method. You stated that the results never change. It is a static table. Why not just load it...

Merge should be possible in your scenario. Check in Books Online for Merge replication.

Back up restore with No initialization is the fasted method. Just make sure that you check the tables in the subscriber for Identity columns.
