failover time with clustering = less than 1 minute more than 30 seconds.

has the database been restored from a previous version of SQL Server.
Try updating usages and rebuilding indexes would be my first port of call!

Curious, what makes you think the instance is not installed on Node B?
Did you install the instance originally?

Just reboot the node it will automatically failover any services, no need to do it manually!
