If the sql server service will not come online, check that all the dependant resources start successfully, you can see this in failover cluster manager. Take evrything offline and then...

Check the event logs for more info, there's bound to be an error there somewhere 😉

That is correct, you cannot drop the first created (primary) data or log file . If you want to move this you will incur some minimal downtime.
Create your alter database...
