Here's a different way to look at that problem... even if no likely use in real world
Build a table with whatever range of numbers you need.
Then
select top (@NbRowsNeeded) *...

Another simple exemple. I once remoted on a server and ALMOST hit the shutdown button rather than log off.

As a "workaround". You can always use row_number() in your queries to get unique values, especially usefull if you need to have the identity reseed for groups
