Well in that case... The safest way to handle this is too create a table with a single line with a flag.
When the trigger is called, update the flag...

I'm assuming that this is the id of the table.
I would split the id in 2 columns like :
order id = 123456
item number = 1
Am I understanding your situation...

Thaught of something else... Even when all the users are out, sometimes the .lock files is not deleted. Make sure it's gone and try again.
