I'd check to make sure you don't have a missing parameter.

If all the parameters are set, then the report will always fire.

I've never done it personally. In SSIS there's an import DB task that does this.

You can't take a backup from 2k8 R2 and restore it on sql 2k8.

Restores have never worked downwards and they never will.

You either have to restore on the same version...

I'd love to see the actual plan.

From the first look this screams divide and conquer.
