How do we know if a db was cleanly shutdown?

Only members of the sysadmin fixed server role can execute sp_changedbowner.
I don't think you are having SysAdmin access currently.
You may check your permission details on your current db...

Can you test the maintenance plan on your instance by creating one plan for a single test db and then give backup path as C:\ only.

Like I said before, replication would be a good choice.
Going by your description of requirement, you could consider Snapshot replication.
