Simple, you took the database out of standby doing the RESTORE DATABASE WITH RECOVERY.
Backing up the database and restoring it in STANDBY mode won't let it take additional t-log backups...

Since the services have to start on the passive cluster, yes, tempdb will be recreated.

Curious why you think mirroring using a snapshot db to create a static point in time version wouldn't work? Have you done any testing?
