Two things come to my mind, parameter sniffing or stale statistics. You may need to rebuild statistics on the table(s) accessed by the stored procedure. Not saying it...

Can't even run it as is since we don't have the table tbl or any sample data for it.

Also, I really don't think a recursive CTE will be able to...
