I have a table that manages the relationship between overlapping geographical boundaries. The table structure looks like this:

RJ_Id | RegionId | JurisId

1 | 1 | 20

2 | 1...

Something like this should work. Only drawback is that you have to know what the different possible values are beforehand. If you don't know that, then it's still doable, but...
